Those balls will be used to pick off/soft kill the good heart-ed people one-by-one. Now flip the game, the good heart-ed ones get those balls back in their possession, tomorrow's world would look a lot better assuming proper trust but verify systems are in place because we do know good heart-ed people are just as corruptible when given reins with no accountability.
Another analogy I like, so you have a fortune 500 company with say 1000 people; 999 of them want to do something positive for themselves or community. In any sane world, the 999 people would get their way with zero issues from the other people and something positive gets accomplished. Oh but hold your horses there tonto, the boss the 1 guy at the top says GFY to all the 999 people do this or else your are fired....well the 1 bad guy wins and rules the other 999 people because he controls and owns all the f'n dodge balls. The 999 people become sheep and then one day they become cattle and are lead to be slaughtered one by one. The Chinese play long, long ball and they have been laying the foundation there for 25yrs. If you want a naval base near the US the only choice is the Bahamas, as matter of fact there is a deep US sub base off the coast of Andros locals said that you couldn't get close to that base without a warning to change course; no go on that island.
